A deck that gets looked at
Tear-off is the first time anyone sees the wood under your shingles. Soft or rotted decking has to come out before anything goes over it. Any bid that assumes not one sheet needs replacing is guessing, so ask what happens, and what it costs, when the crew finds rot.
Ice and water barrier where water backs up
Ohio winters push melted snow back up under shingles at the eaves. A sealing membrane along the eaves and valleys, and around chimneys and skylights, is what stops that water. It is also the layer a cheap bid quietly leaves out, because it is buried and nobody sees it.
The layers you actually see
Underlayment over the deck, then starter strip at the edges, the field shingles, and hip and ridge cap on top. The starter and the cap are the pieces most homeowners never hear about, and they are where wind damage usually begins.
Ventilation that balances
Air has to come in at the soffit and leave at the ridge. Without that balance the attic bakes the shingles from underneath and feeds the ice dams that started the problem. New shingles over blocked ventilation is a roof that ages early.
That list is what to compare when you are holding two bids. If one is thousands cheaper, the difference is usually in the layers above, not the shingles.
